Consolidation: Higher density development in Vancouver typically involves a process of lot consolidation where individual small lots are purchased by a developer and consolidated into a single larger lot. Consolidation allows for larger buildings to be constructed, and makes some features (like underground parking garages) feasible. Consolidation can facilitate the provision of shared amenities like outdoor space, elevators etc.
Single Lot & Small Lot Development: Past updates to the RS single family zones have allowed both basement suites and lane houses to be added to existing single family lots. These new dwellings can be created as either a redevelopment of the whole lot, or as an incremental addition to an existing home. In either case there is no need for the lot to be sold or consolidated and the existing homeowner has the option of acting as the developer.
With a few relaxations our existing RM apartment zones could support single-lot-development projects like this proposal from Lanefab.
